boostr.in questions - Question:Committing .htaccess files or any .ht* files throug SVN (TortoiseSVN client) is not working

I have a VPS with Debian 6.0.6, Apache and Nginx as Front End Proxy, PHP 5.3, MySQL. Everything is working fine.

Now I installed a Subversion (SVN). Repositories are in /var/svn-repos/ and they're protected by password (file with passwords is in /var/svn-repos/dav_svn.passwd). SVN is working fine, but I can't commit .htaccess or any other .ht* file. I'm using TortoiseSVN client on Windows 8.

I found similar questions, but their solutions is not helping for me.

My /etc/apache2/httpd.conf is empty, in /etc/apache2/apache.conf I comment out these lines:

    Order allow,deny
    Deny from all
    Satisfy All

and I put these lines into my /etc/apache2/sites-available/IP.IP.IP.IP file into Directory directive like this:

            Options Indexes FollowSymLinks MultiViews
            AllowOverride None
            Order allow,deny
            allow from all

                    Order allow,deny
                    Deny from all
                    Satisfy All

And committing .htaccess is still not working. I also tried replace Deny from all with Allow from all in /etc/apache2/sites-available/IP.IP.IP.IP and /etc/apache2/apache2.conf. It also doesn't help.

This is all my vhost file /etc/apache2/sites-available/IP.IP.IP.IP:

    ServerAdmin webmaster@localhost
    ServerName IP.IP.IP.IP

    DocumentRoot /var/www

        Options FollowSymLinks
        AllowOverride None

        Options Indexes FollowSymLinks MultiViews
        AllowOverride None
        Order allow,deny
        allow from all

            Order allow,deny
            Deny from all
            Satisfy All

    ScriptAlias /cgi-bin/ /usr/lib/cgi-bin/

        AllowOverride None
        Options +ExecCGI -MultiViews +SymLinksIfOwnerMatch
        Order allow,deny
        Allow from all

    ErrorLog ${APACHE_LOG_DIR}/error.log

    # Possible values include: debug, info, notice, warn, error, crit,
    # alert, emerg.
    LogLevel warn

    CustomLog ${APACHE_LOG_DIR}/access.log combined

        DAV svn
        SVNParentPath /var/svn-repos
        AuthType Basic
        AuthName "Subversion Repositories"
        AuthUserFile /var/svn-repos/dav_svn.passwd
        Require valid-user

Any idead how to solve this problem? I tried everything.
